What Clinton County Release Means
A Clinton County release record should answer four questions: who left, which custody ended, when the event occurred, and what legal status or destination followed. A person may leave the county jail after posting bond, release on recognizance, dismissal, time served, sentence completion, or another court-authorized outcome. Yet departure can also be a transfer to MODOC, another county, federal custody, or immigration custody.
“Released” is narrower than “not on the roster.” A current list may lose a name because a booking closed, staff corrected a duplicate, a court writ caused a temporary move, or another agency assumed custody. A community release needs an affirmative disposition such as bonded out, recognizance, time served, sentence complete, or charges dismissed, plus confirmation that no other hold controlled.

Clinton County Release Record Fields
The most useful county release record ties an identity to a booking, legal case, departure event, and destination. Ask for the record even if the live portal displays only part of it. Identity can include full name, aliases, date of birth or age, booking number, and booking photograph. Custody fields can include arresting agency, arrest and booking times, charges, jurisdiction, bond, court number, holding facility, and holds.
The release date and time must be read with the disposition. “Transferred to MODOC,” “other county,” “USMS,” or “ICE” means the local booking closed while custody continued. A correction, escape, or death is not an ordinary community release. A property acknowledgment may document closing logistics, while a correction notation can explain why an earlier portal entry changed.

Request Clinton County Release Records

The county Sunshine page provides the centralized address records_request@clintoncomo.gov, while cautioning that each office remains responsible for its own records. Ask the sheriff to identify the correct custodian and copy the county channel when useful.
- Identify the person by full name, birth date if known, and approximate booking date. Add the booking number when available.
- Ask for the booking and release-disposition record, including arresting agency, booking time, charges, bond, release time, disposition, receiving agency, and publicly releasable photograph.

Missouri’s § 610.023 requires the custodian to act as soon as possible and generally no later than the end of the third business day after receipt. That is not an absolute three-day production promise. If records are not ready, the response should explain the delay and earliest availability. Section 610.026 permits reasonable charges for copies, research, electronic production, and staff time under its rules.
Missouri Law on Clinton County Releases
Missouri’s Sunshine Law, Chapter 610, begins from the principle that governmental records are open unless a statute closes them. A request should identify an existing booking, release, or movement record. It should not demand that an agency create a new report or answer open-ended questions. Section 610.100 addresses arrest-report openness and circumstances in which parts of a record may become closed.
Limits include juvenile matters, sealed or expunged cases, victim and witness data, medical and treatment records, security material, and qualifying investigative or intelligence information. Ask for the open parts rather than abandoning a request. MODOC records have additional limits under § 217.075, especially for medical, mental-health, and treatment information.
Missouri expungement under § 610.140 is petition-based. The current framework generally uses a three-year wait after completion for an eligible felony, one year for an eligible misdemeanor, municipal offense, or infraction, and a separate rule generally no earlier than eighteen months for an eligible arrest without charges. Many offenses are excluded, and filing alone does not close the record. Once an order closes records, stale screenshots should not be used to work around it.
Search Clinton County Released Inmates
Start with identity and custody type. Collect the full legal name, age or birth date, arrest date, and likely arresting agency. Decide whether the event was a county booking, Missouri prison sentence, federal case, or immigration matter. The tools are not interchangeable.
- Check the sheriff-linked portal for current Clinton County custody. A match is a live-custody lead; no match is inconclusive.
- Search MOVANS for the same person and reporting agency. Record the exact status, event, and update time.

Clinton County Jail Release Search
The sheriff currently links “View All Inmates” to the vendor-hosted Clinton County portal. Use it to ask whether the person appears in custody at the displayed update time. No distinct official 24-hour or 72-hour release feed has been verified. An older interface appears to have offered a released view and was described elsewhere as a 48-hour display, but that history is not a present service promise.
When inspecting the live portal, write down the exact control labels, last-update time, status language, fields, and whether a photo appears. Do not assume that a released tab, daily update, image, or archive remains available. If the interface later changes, a dated observation is needed before making a new retention claim.

A missing name should lead to MOVANS, a jail call, Case.net, and a narrow Sunshine request. It should not be translated into “released.”
Clinton County Court Release Records
Case.net provides the durable state-court path. Search by litigant name or case number, narrow to Clinton County and the 43rd Judicial Circuit, and compare case details before joining a name to a booking. Dockets can show bond changes, dismissal, plea, sentence, suspended imposition or execution, probation, time served, acquittal, commitment, revocation, and discharge.
The court and jail answer different questions. A judge may authorize release, but the jail records when the person physically left. “Disposed” concerns the procedural case stage. “Bond posted” can precede processing. A DOC commitment confirms continuing custody after departure from the local jail.
The Clinton County Circuit Clerk lists criminal court at 816-539-3755 and the circuit clerk at 816-539-3731. The office’s listed hours are 8:00 a.m. to 4:30 p.m., with closure from noon to 12:30 p.m. Its mailing address is P.O. Box 275, Plattsburg, MO 64477. Ask for a certified judgment or docket sheet when authentication is necessary.
Clinton County Release Alerts
MOVANS is Missouri’s current victim automated notification system for covered jail, DOC, and court events. The May 2026 transition changed the Clinton County local-jail workflow. Local detention users must register in MOVANS and choose SMS or email. Legacy telephone and VINELink-app notifications ended for local-jail records. Existing Missouri DOC or court text and email registrations had different transition treatment.
Search the exact name, confirm the reporting facility, and record the custody status, event, and update time. Register only from the matching record and complete the electronic confirmation. If no person appears, the state warns that the local jail may be offline. Call the jail rather than inferring release.
A MOVANS notice is not a release certificate. A custody episode can close because the person transferred to DOC, another county, ICE, or USMS. Confirm the disposition and destination. DOC’s victim-services notification process is a separate rights-based channel and should not be mixed with general local-jail registration instructions.
Clinton County State-Prison Release Search
The MODOC active offender search includes people in prison and those actively supervised on probation or parole. Search by DOC ID when known, or use exact first and last name and compare aliases, age, sentence county, offense, status, and assigned place. A parole or conditional-release status can support release from prison into supervision. Probation alone does not prove a prison release.
Copy each full date label. Minimum eligibility, a presumptive Board date, conditional release, maximum sentence expiration, and actual release are not synonyms. Future dates can move after discipline, recalculation, new judgments or holds, program requirements, and Board action. Specific date questions belong with the institutional caseworker or field office. Missouri’s projected-release record path depends on those distinctions.

Finding Fully Discharged Missouri Offenders
Missouri’s public DOC name search affirmatively excludes discharged offenders. MODOC separately publishes a nightly current-and-prior all-offender file on its Sunshine page. This two-channel design is crucial when a former state prisoner no longer has active supervision.
The historical file is coded data, not a friendly person-result screen. Download the current dictionary. Use DOC ID as the strongest key and compare identity, sentence county, offenses, assigned place, minimum and maximum date fields, and completed flags. One completed row may not close every sentence or supervision episode. Preserve the update date and dictionary version.

Which Jail Has Cameron Release Records?
Cameron lies in both Clinton and DeKalb Counties. An arrest reported only as “in Cameron” does not identify the receiving jail or court. Ask where the arrest occurred, which police agency made it, and which county facility accepted the booking. Then search that county and circuit.
The Clinton County agency list gives Cameron Police as 816-632-3521. If a recent arrest does not appear in the Clinton County portal, the person may have been cited and released, booked elsewhere, or not yet loaded. The arresting agency should identify the receiving facility. Its response is a routing lead, while the receiving jail creates the custody and release record.
The same approach prevents same-name errors. Match the full name and birth data to the arrest date, agency, booking number, and court case. Do not join a Clinton County record to a DeKalb County event merely because both refer to Cameron.
Can Old Cameron Prison Results Prove Release?
No. The Crossroads and Western Missouri correctional campuses in Cameron are in DeKalb County, not Clinton County. MODOC says the last Crossroads prisoners transferred out on July 12, 2019. It describes former Western Missouri Correctional Center space as repurposed for training.
The MODOC Crossroads account documents the last transfer, while the department’s Western Missouri account identifies the later training use. Old facility directories and offender pages can create a false current match. They can also create a false release conclusion because the 2019 movement was a transfer, not a community release. Trace a historical person by DOC ID through movement records, the all-offender data, and the sentencing case.
This exclusion matters even though Cameron spans two counties. Neither historic campus belongs in the current Clinton County facility list. Current Missouri prison status must come from MODOC’s statewide systems.
Clinton County Federal Release Records
Use the BOP Inmate Locator only for federal prison custody. Search by register number when known or by name with optional demographic fields. A result may show “Released” and a release date. “Not in BOP custody” should still be read with the full record because transfer or another authority may explain the status. BOP also warns that projected dates can change during credit calculations.
ICE’s Online Detainee Locator uses an A-number and country of birth or biographical information. Official guidance says it can include people released from ICE custody within the last 60 days, but exclusions, data delay, discretion, juvenile status, or mismatch can cause no result. Confirm an immigration release with the agency.
The U.S. Marshals Service handles federal pretrial custody and prisoner movement, often through contract facilities. It has no general public released-person locator like BOP and restricts specified prisoner details. Use the federal docket, the holding facility’s lawful record, and BOP after a federal commitment. A Clinton County jail handoff to any federal custodian is a transfer until a later release is confirmed.

The correct link depends on the last custodian. The Clinton County Jail is the primary local booking and release source. Cameron Police performs an arrest and routing function, then the receiving jail creates the custody record. MODOC covers statewide prisons and community supervision.
